Capt James Quinn joined Civil Air Patrol in 2002 as a member of the Arlington Cadet Squadron and later served as its commander for nearly four years. During that time, he attended the National Emergency Services Academy, earned his senior observer wings and became an incident commander for both CAP and the Commonwealth of Virginia. Quinn also holds a senior rating in communications.
