D.C. HSEMA Service Agreement Release Forms

Civil Air Patrol National Capital Wing has signed a Memorandum of Understanding with the District of Columbia Homeland Security and Emergency Management Agency. HSEMA is the lead agency in homeland security, emergency management, and response and recovery in the nation's capital. NATCAPWG may assist HSEMA with aerial missions such as reconnaissance, damage assessments or environmental surveys utilizing visual, photographic, digital and video techniques; airborne communications support; airlift; manual labor such as filling sandbags for flood control; radio communications; and ground teams typically used in search and rescue missions.

The District of Columbia affords CAP members workers compensation coverage and liability protection in the same manner as D.C. employees. HSEMA requires all volunteer workers (CAP members) to fill out and sign a service agreement release (consent form) in order to support operations. All CAP members working with HSEMA must have a consent form on file with wing headquarters prior to participating in a mission for D.C. Squadron members should give their original form to their squadron commander, and wing staff members should give their original form to the wing chief of staff.
